Project Background

Originally established in 2012, Cecon Development Corporation was formed to develop a 400-lot residential subdivision in the east end of the Town of Gander, off Cooper Boulevard. This project became known as East Gate. The company was created as a joint venture between CECON Ltd., a locally owned consulting engineering firm, and Springdale Forest Resources Ltd., a well-established construction company based in Central Newfoundland.

In 2024, Cecon Development Corporation entered a new era of leadership and vision under Dennis Young, President and CEO. The company continues to operate in partnership with Springdale Development Corporation, evolving from its initial roots while maintaining its commitment to thoughtful, community-driven development.

To date, Cecon has successfully developed 212 residential lots, featuring a mix of single-family and semi-detached homes. The community also includes a 73-unit senior retirement complex on Hughes Street, developed by CalHan Investments, and a 100-bed senior care facility at the corner of Briggs Street and Cooper Boulevard, developed by the Oram Group from Glovertown.

Building on this momentum, a newly approved concept plan will see the addition of 242 more lots, with dual access to Cooper Boulevard via Briggs Street and Cessna Street. The expansion includes single-family and semi-detached lots, a street-fronting neighborhood park, and a 60-unit retirement park on Waterton Street.

Cecon Development Corporation is C.O.R.E. (Certificate of Recognition) Certified, demonstrating a strong commitment to occupational health and safety in every phase of development.

Dennis Young

Dennis Young is the President and CEO of Cecon Development Corporation, bringing with him more than 40 years of leadership in the construction, forestry, and mining industries across Newfoundland and Labrador. In 2024, Dennis assumed full leadership of Cecon Development, ushering in a new phase of growth and community-focused land development.

Dennis is also the President of Springdale Resources, a long-standing development partner of Cecon, known for its deep regional roots and expertise in construction. His strategic leadership has been instrumental in expanding the Eastgate development, with a focus on smart, sustainable planning that enhances livability for all generations.

Known for his hands-on approach, Dennis values long-term relationships, quality workmanship, and creating vibrant communities. Under his guidance, Cecon continues to evolve while honoring the legacy of its early developments in Gander.
